Mimi Rocah was born on July 28, 1970, in the United States. She attended Harvard University from where she graduated with a bachelors degree in American history, magna cum laude in 1992.

Later in 1997, she managed to earn a Juris Doctor (JD) degree and was granted a place in the Order of the Coif honor society from New York University School of Law.
